Meet Cathy Rychalsky
Cathy Rychalsky joined the Workforce Board Lehigh Valley in October 2025 as Executive Director. Cathy has over 20 years of experience in non-profit and government leadership.

Cathy is a driven and focused executive with a proven track record of delivering timely results while fostering a collaborative environment within diverse employee and consumer populations. Cathy is a creative and motivated leader with extensive expertise in staff development, training, and organizational turnaround.
With a history of successfully guiding multiple organizations through cultural and program delivery transformations, Cathy excels in building strong relationships with donors, community partners, and businesses. She is a champion of cross-functional collaboration, developing innovative solutions, and is committed to excellence. Notably, she led efforts to engage Lancaster County in the SkillUp™ Lancaster initiative (which has now become a state-wide offering through SkillUp™ PA), providing free online skill training to Lancaster County residents and businesses. Cathy went on to serve as a consultant for the SkillUp™ initiative. Here, she was able to help Workforce Boards expand their utilization of the SkillUp™ platform or launch services for their communities.
Her previous roles include Youth Programs Manager at the Central Pennsylvania Foodbank, where she implemented regional feeding programs and developed departmental policies, and Executive Director of the Lancaster County Workforce Investment Board, where she managed an $8 million budget, led strategic planning efforts, built vital community partnerships, and introduced Career Ready Lancaster at an annual workforce summit. Cathy also served as Director of Energy Conservation and Director of Child Care Information Services, both at the Community Action Program Lancaster County, and has held various roles with the Commonwealth of Pennsylvania.
Cathy holds an MBA from Penn State University and a BA in Business Administration from Elizabethtown College. Her professional development includes advanced training in cultural competency, leadership, human resources, and diversity.
