Public Plans

Keeping You Informed

Under the Workforce Innovation and Opportunity Act (WIOA), states each submit a four-year strategy for their workforce development system to the U.S. Department of Labor. The aim of the WIOA is to provide employment, education, training, and support to job seekers, in turn providing businesses with skilled workers.

Local and State plans are made public so that members of our community are aware and have the opportunity to review and make comments.

We take these plans seriously because when they work as intended, we boost not only the local economy but also the global economy.

Workforce Board Lehigh Valley Local Plan

Workforce Board Lehigh Valley (WBLV) is pleased to share the approved 2025–2028 Lehigh Valley Workforce Innovation and Opportunity Act (WIOA) Plan. Our plan serves as Lehigh Valley’s Workforce Development System Roadmap that continues through WIOA to serve as the catalyst for the strategic alignment and integration of WBLV’s vision, mission and goals of a comprehensive workforce system, established by the Governor as outlined in the Pennsylvania State Plan, and developed through the expertise of WBLV’s partners in aligning workforce services, education, training, and employment opportunities as we reimagine services through the continuous improvement of Lehigh Valley’s Workforce System.
